ALERT

Please save Saturday, November 9th, 2002 for the Hudson Division Awards
Dinner at Biagio's in Paramus, NJ.

Earlier this week a ten page hard copy newsletter was bulk mailed to all
Hudson Division ARRL members.  Only about a third of the division
members receive these monthly e-mail newsletter.  It's is my hope that
more of them will choose to receive this monthly e-mail bulletin and we
can eventually eliminate the very expensive periodic print version that
is sent via very slow bulk mail.  Some of the material in the print
version you may have already read in this e-mail version.  Sorry about
that!  Please encourage your friends to choose to receive the e-mail
bulletin.  Thanks.

> SEPTEMBER 11 A YEAR LATER  - AMATEURS TO REMEMBER SEPTEMBER 11
President Haynie to Address Global Linkup  (From the ARRL Web
page)

        http://www.arrl.org/news/stories/2002/09/10/1/?nc=1

New York City Amateur Radio Emergency Service/Radio Amateur  Civil
Emergency  Service (NYC ARES/RACES) members will observe the first
anniversary of the September 11 terrorist attacks that destroyed the
World Trade Center by activating to assist with the remembrance
activities. NYC ARES/RACES will provide communications support to
various agencies  during commemorative services and events. In addition,
ARRL President Jim Haynie, W5JBP, has been invited to address a global
repeater linkup the evening of September 11. And, special event stations
are set to be on the air from New York City and from Washington, DC, to
commemorate the occasion.

"The callout is expected to last well over 15 hours and will be handled
in two shifts," said NYC ARES/RACES Public Information Officer Mark
Phillips, KC2ENI/G7LTT. "As security is incredibly tight, we have had to
enter into special negotiations with the Secret Service, the FBI, the
NYPD and the Port Authority Police Department as well as with the served
agencies to allow us to bring in our radio equipment."

Some 30 NYC ARES/RACES members will be deployed across the Greater New
York City area to support the American Red Cross, The Salvation Army,
the New York City Office of Emergency Management and other agencies.
Phillips says participating ARES/RACES members underwent scrutiny from
the US Secret Service and have been briefed at length by the Red Cross.
One year ago, ARES teams--most of them from
New York City, Long Island and New Jersey--supported the same agencies
during the response to the terrorist attacks on the World Trade Center.

ARRL New York City District Emergency Coordinator and RACES Officer
Charles  Hargrove, N2NOV, expressed heartfelt thanks to all amateurs
coming to NYC to help. "With the chance to train and practice made even
more available to the average ham these days, please join your local
ARES group and put into practice what you learn," he said. "Your
community will thank you for it when the need truly arises, as we saw
last September 11. Without practice, we would have a tougher time of
it."

The NYC ARES/RACES activation on the first anniversary of the terrorist
attacks will honor the memories of the amateurs who lost their lives in
the collapse of the World Trade Center's twin towers and the other
victims. Amateurs who died included Steve Jacobson, N23SJ; Bill
Steckman, WA2ACW; Michael Jacobs, AA1GO; Bob Cirri Sr, KA2OTD; Rod
Coppola, KA2KET, and Winston Grant, KA2DRF. Additionally, Bill Ruth,
W3HRD, died in the Pentagon attack.

Phillips said that since many of the manned sites are within what he
termed the Ground Zero "frozen zone" in the general Wall Street area,
operators will need more than just a hand-held radio to access local
repeaters. Since vehicles will not be allowed into the area, "portable
Field Day-type stations are required," he said.

President Haynie is scheduled to address a massive repeater linkup that
hopes to span the globe. "I plan to thank all the hams who spent
thousands of hours volunteering their time on September 11," Haynie
said. "They again demonstrated the power of Amateur Radio in times of
need."

Haynie also said he wants to again acknowledge the hundreds of
supportive messages from International Amateur Radio Union (IARU)
member-societies that arrived in the wake of the attacks last year.
"That, to me, was quite touching," he added.

The effort, called the Commemorative 9/11 Net, is being spearheaded by
Len Signoretti, N2LEN, of Brooklyn, New York. N2LEN's 440.050 MHz (CTCSS
114.8 Hz) internet-linked repeater covers the Greater New York City
area. The linkup will rely on either EchoLink or eQSO Internet software
connections. Signoretti said his UHF machine is used as a central hub to
coordinate EchoLink and eQSO, so users on each can communicate. The net
will attempt to interconnect repeaters in all 50 US states as well as in
many other countries around the world.

"The idea of the 9/11 Commemorative came weeks ago from several e-mails
I received from Internet linking users," Signoretti said. "Due to the
magnitude of users that will probably participate, new software has been
written to allow us to combine conference rooms together to increase the
Internet bandwidth across both systems." He explains that there will be
one main net control operator and several "sub net" control operators to
assist with check-in volume. But, he added, all servers will be able
to communicate with each other.

Signoretti said he hopes everything runs smoothly. "I honestly don't
think that there is a better way of having this many amateurs getting
together to commemorate the heroes of September 11 and the days after,"
he added.

Hargrove said he has submitted some data and audio files for use on the
net on behalf of the NYC ARES/RACES members who will be busy during the
remembrance day activation.

Amateurs can download free EchoLink or eQSO software from the Internet.
While there is no listen-only capability on the Internet, many local VHF
and UHF repeaters are expected to take part in the commemorative linkup.

The Commemorative 9/11 Net is scheduled to get under way at 8 PM Eastern
Daylight Time (0000 UTC September 12) on the EchoLink and eQSO servers
and could run as long as two hours. Haynie is scheduled to address the
cyberspace and RF-linked gathering at around 9 PM EDT.

The servers will be open at 6 AM EDT for stations that would like to
connect for the day. For more information, contact Len Signoretti,
N2LEN, n2len1@aol.com.

Special Event Stations

John Nistico, NY6DX, has announced plans to operate a special event
station starting at 0000 UTC September 11. "I will be operating W2002WTC
special event station in memory of all those lost on September 11,
2001," Nistico said. To comply with FCC rules, he will append "W2002WTC"
to his legally assigned call sign. Nistico will operate from the Greater
New York City area from September 11 until September 19. From September
20 until September 22, Nistico said he plans to run his special event
from the vicinity of Ground Zero in New York, "thanks to Mayor
Bloomberg." Operation will be on 160-10
meters, SSB only from September 11 until September 19, and 40-10 meters
thereafter. QSL requests go to NY6DX.

According to ARRL New York City-Long Island Public Information
Coordinator Diane Ortiz, K2DO, Nistico was among the amateurs who
responded during the first few days of the World Trade Center disaster
and spent several days at a school near Ground Zero.

In the Washington, DC, area, Deanna Lutz, K7DID, reports that special
event station K4P will operate from the Pentagon starting 0400 UTC
Wednesday, September 11 through 0400 UTC Thursday, September 12, to mark
the first anniversary of  the terrorist attack. "Given the added
security restrictions on that day, only a handful of us will be active
there, however," Lutz  said. K4P also will operate from other sites in
the Washington, DC, area. Activity will be on 80 through 10 meters, SSB
and CW. QSL with an SASE to K7DID, PO Box 70071, Washington, DC 20024.

> NEW JERSEY QSL ARCHIVE

Looking for a copy or an original QSL from a relative that was licensed
prior to 1941 in New Jersey?   Try contacting Tony Ricicki, W2VRK of
Somerset, NJ who has been acquiring and documenting cards from the
pioneer and Depression eras during the past several years.  Many Old
Timer NJ hams move or become Silent Keys and their collections are
thrown away.  Preserving these QSLs is important because they contain
historic information about the operating activities and equipment of
this long ago period. Tony is actively collecting and documenting NJ QSL
cards from the pre WW2 era.   It's his way of trying to preserve some of
the early ham radio history of the state and keeping an archive for
reference is a tribute to all the pioneer and "Depression" era hams.

As he points out, "During the past few years I have received several
requests from various relatives of hams asking if I had a card from a
grandfather, father, uncle, etc in my collection so they could obtain a
copy. They all seem to really appreciate these keepsakes."

If you have any questions, requests or can help W2VRK locate old cards,
 contact him at tpllrs@eclipse.net.

> LF EXPERIMENT

FCC, through its Office of Engineering & Technology, has granted an
experimental license for a long wave station at Carmel, NY under the
call WC2XTC.

The base location is at W2AG, with a 25-mile roaming radius.  The power
limit will be 1.22w ERP, about 200w output, on both 135.7-137.8 khz
(2200m) and 160-190 khz (1700m).  The 1700m segment will allow for AM,
SSB, CW and data modes not possible on the narrow 2200m band.  Operation
on 2200m would be further minimized when the proposed US Amateur
long-wave assignment is finalized.

Operators would be drawn primarily from PEARL (K2PUT), the ARRL Public
Service Club in Putnam County; however, participation will be open to
any nearby hams and experimenters.  Related Amateur-band communications
will use the call W2DC.

>  HUDSON DIVISION HAM SPEAKER AT 2002 ARRL/TAPR Digital Communications
Conference

The 21st ARRL and TAPR Digital Communications Conference will be held in
Denver, Colorado, September 13-15.  The annual gathering provides an
international forum for radio amateurs involved in digital
communication, networking, and related technologies to meet, publish
their work, and present new ideas and techniques for discussion.

At this year's DCC there will be topics and demonstrations on Linux,
Software Defined Radio, digital voice, IEEE 802.11 "Wi-Fi" protocol, and
precision timing, just to name a few. Software Defined Radio will be the
focus of this year's Sunday Seminar by Matt Ettus, N2MJI. Ettus is
active
in the GNU Software Defined Radio project. GNU radio is a collection of
software that when combined with minimal hardware, allows the
construction of radios where actual transmitted and received waveforms
are defined by software.

Ettus will touch upon several aspects of SDRs including what it is, what
it isn't and what it's good for. He'll talk about the differences
between DSP and SDR, and he'll discuss SDR applications and the role of
SDR in Amateur Radio, the GNU Radio project, its goals, portability, how
it works and how to use it.

The DCC is for digitally oriented amateurs of all experience levels.
Participants at the annual event exchange ideas and learn about recent
hardware and software advances, theories, experimental results, and
practical applications.  Copies of the Digital Communications Conference
Proceedings will be available from ARRL for $20 via the ARRL Web
catalog.

> W2JQS IN NEW YORK TIMES  "Science Section" ARTICLE

"Veterns of Secret Unit Celebrate Their War hero: Radar."  That's the
title of an article in the "Science Times" section page F2 of  the
September 10th  New York Times.   And they do mention ham radio but no
callsigns.  One of the men mentioned and pictured in the article is
Harrison W. Moore, W2JQS, who is president of one of the local QCWA
chapters.  "Harry" as he is called by local hams, recounts in the
article how he got into the special unit: "One day I came across an
article that said the Army was looking for recent college grads with
science backgrounds and an amateur radio license for a classified
project."

I have not looked up the others in the picture or the article but I am
sure many of them were or are still hams.

Thanks to Bill Hellman, for drawing attention to the article.  You can

> NEW JERSEY ISSUES 9/11 RESOLUTION

Through the offices of our Sussex County State Delegation the NJ Senate
and Assembly recently issued a Joint Resolution recognizing the efforts
made by NJ hams during last September's World Trade Center disaster. The
Delegation worked with SM W2UDT in collecting the necessary facts and
submitting the resolution. A formal presentation will be made on
September 23rd in Trenton during the General Assembly's business
session. NJ hams should be proud of their continuing dedication to
public service. This Resolution is well deserved!  Read the text at

> NEW YORK LEGISLATIVE SESSION ……

We are hearing STRONG rumors that the legislature will go back into
session after the election in early December to vote themselves a pay
increase.  They will probably do some other business at that time.  We
would like to make A 1565 part of that package.  Needless to say we are
very disappointed in the failure of Sheldon Silver and the Democratic
leaderships failure to take action on the bill after the Senate passed
their version.  We continue to pressure key Democrats on this issue.
Should you meet your NY Assembly representative between now and Election
Day let them know how you feel about their failure to act on this
bill.

Contest QSLs threatening to snow you under?  "OfficeMax currently sells
a plastic 6-drawer IRIS "Mega Chest" with drawers that are 5 1/2" high

almost as many QSLs as a two drawer file-type cabinet which is much more
expensive. To complete this system, I use red or orange 4"x6" file cards
(two cards per divider, to give some strength to the divider) between
each country and sometimes within the same country, if there are a lot
of cards, e.g. DL, UA, F, EA, JA, I, etc.  OfficeMax also has somestick
on label tabs that I put on top of the divider cards. It seems to work
fine."  If you are looking for pre-printed QSL dividers, check out

and ARRL Contest Rate Sheet)

> DXERS GET THOSE CARDS CHECKED BEFORE SEPTEMBER 30th

And in case you didn't have enough to do this month, Steve KF2TI passes
along the DXCC reminder that the September 30 deadline to submit items
for the next DXCC Annual List is rapidly approaching.
