Welcome!  This is the January edition of the NY City / Long Island
"ehappenings" Section newsletter!  This newsletter is here to serve the
Amateur Radio community in our area.  I welcome and encourage all
submissions.  Please help make this your newsletter! I especially
encourage officers of the area's Amateur Radio clubs to submit their
meeting announcements, guest speakers and special events. Please submit
any information for the January issue priorto the end of February.

NY CITY ARES LEADERSHIP CHANGES

Effective 12/23/03, Tom Carrubba KA2D, the Section
Emergency Coordinator for the NY City / Long Island
Section, has relieved Charles Hargrove N2NOV from
the appointed position of District Emergency Coordinator
for NY City. As of 12/23/03, Mr. Hargrove does not have
any authority over any ARES resource or function in New
York City or Staten Island. Michael Lisenco N2YBB has
been appointed as District Emergency Coordinator for
New York City, effective immediately.

NLI Section Manager George Tranos N2GA, Hudson
Division Director Frank Fallon N2FF and ARRL Field
Organization representative Steve Ewald WV1X endorse
this action. Mr. Hargrove's press release declaring all ARES members in
NY City to be under the jurisdiction of RACES is NOT valid.

The ARES members in the New York City / Long Island
Section remain at a high level of readiness and are ready to serve ALL
of our served agencies. As always, we will
serve and support RACES.

Tom Carrubba KA2D, NLI SEC, said "The decision to
remove N2NOV as NY City District Emergency Coordinator
was a difficult one. I knew it would not please everyone, but the
current situation within NY City warranted this change."

Michael Lisenco N2YBB came forward as a candidate for
DEC and was interviewed by KA2D and N2GA. The final
decision was then made to appoint N2YBB as the new ARES
District Emergency Coordinator for NY City. Mike was
chosen not for his "ARES skills" alone but for his "people skills". His
concepts of "team" and "team pride" are aligned with those of the SEC,
NLI section and ARRL. The burden of day-to-day ARES operations will be
on the individual Emergency Coordinators, their Assistant Emergency
Coordinators, staff and the membership.

In a recent message, Mike N2YBB said in part "Charles Hargrove N2NOV was
removed as DEC due to differences in management philosophy and approach.
Charles accomplished a lot during his tenure and his achievements should
be applauded. On behalf of ARES, I thank him. Now, however, it is time
to move on." He continued: "We also need to keep in mind that greater
New York City is also a dynamic community that encompasses all five
boroughs. When a public service event or emergency occurs that crosses
county lines, I will coordinate the group effort with the cooperation of
the 5 EC's and their staff. The result is the five boroughs will be five
equal entities autonomous within each borough but will come together as
one cohesive group when the need arises."

ARES members are encouraged to attend Ham Radio University
2004 in Oyster Bay on January 18th. There they can meet face to face to
discuss this and other issues with Section and District leadership.

NEXT HAM RADIO UNIVERSITY 2004 PLANNING

MEETING SET FOR JANUARY 12.

Planning for HRU 2004 is well along.  See below for a
preliminary list of forums. The next meeting will be held on Monday,
January 12, at 7 PM in the ARES/RACES room
(downstairs) in Babylon Town Hall, Sunrise Highway, North
Lindenhurst.  It is open to anyone interested in helping with the
logistics and planning of HRU 2004.  Please let me know if you're
planning on attending.  HRU 2004 will be held at East Woods School in

ARECC/ARES seminar set in New York City-Long Island Section: The ARRL
will offer a condensed version of its free Amateur Radio Emergency
Communications seminar Sunday, January 18, 9-11 AM, in conjunction with
the New York City-Long Island Section Convention (Ham Radio University

2004) at East Woods School in Oyster Bay, Long Island. The seminar does
not include the Level I course itself. This program is designed to
explain in greater detail the duties of all Amateur Radio Emergency
Communications

Course participants and how their volunteer efforts are essential to the
ARES Field Organization. Senior Citizens are strongly encouraged to
participate. "This seminar will explain the importance of every team
player with emphasis on using lessons learned to effectively move
Amateur

Radio emergency communications to the next level," said ARRL Emergency
Communications Course Manager Dan Miller, K3UFG. The seminar is open to
all interested hams. Field Organization leaders and course participants
at every ARECC level--mentors, certification instructors, certification
examiners and current students--are encouraged to attend and share their
experiences. The seminar will focus on coordination between ARECC
volunteers and students and their integration into the Field
Organization. Seating may be limited. If planning to attend, contact Dan

Nassau County; EC Mario Maltese WF2T reporting for DEC
George Gluck WA2WKV: A video presentation on ARES was
well received at the 1st Battalion HQ in Floral Park on November 5th.
The General Meeting took place on November 11, where Charlie WA2GUG
presented a class and demonstration of Flexnet at Red Cross
Headquarters. On November 23, 14 members provided communications at the
Mineola Mustang Run.

In addition, many of our members provided support for the NYC
Marathon. A report of our successful Simulated Emergency Test that took
place last month is attached.

Suffolk County: from Tom KA2D: no reports. KA2D did speak
with DEC Bill Scheibel N2NFI as is our routine. SC is in progress of
ARES renewals. SC ARES/RACES net meets each Monday night at 9:00 PM
local time.

SEC; Continue to solicit reports and monitor nets, emails and
newsletters. This month was focused on NLI ARES policy
issues in the NYC District.

STM Claire Heil WA2VZK reports the following:
1)NTS "section level" CW nets :
NYS/M  10am local time daily
NYS/E     7pm local time daily
NYS/L    10pm local time daily
All our "section level" cw nets meet on 3677 KHz .

2)NTS "section level" phone nets:
New York Phone (NYP) 1pm daily
(currently meeting on 7237 KHz but usually meets on 3925 KHz during the
winter months.)
New York Public Operations Net (NYPON) 5pm daily on 3913 KHz
(alternate freq. 3925 KHz +/- QRM).

3)"Independent nets" which maintain close association with the NTS.
Empire Slow Speed Net (ESS) 6pm daily on 3590 KHz .
Hit and Bounce Net  (HBN) 8:30am daily on 7042 KHz .
Hit and Bounce Slow Net  (HBSN) 7:30am daily on 3714 KHz
(alternate freq. 7114 KHz).
New York City -Long Island cw net (NLI) 7:30pm Mon. through Fri. on 3630
KHz.(all times listed are local eastern times)

The Grumman Amateur Radio Club continues to hold VE sessions on the
second Tuesday of each month.  We have not missed a monthly session
since the VE program began.  Our next session will be on January 13,
2004 starting at 5:00 PM.  Due to tightened secuirity at Northrop
Grumman, our

VE sessions are held at the Underwriters Lab in Melville.   Interested

First Mid-Atlantic QSO Party scheduled for May 8th and 9th
The First MAQP will meet in 2004 on May 8th from 1600-0200 UTC and May
9th from 1600-0000 UTC. New York State amateurs are invited to
participate by reading the website for rules and coming on the air for
the event. In short, the PURPOSE of the MAQP is for each amateur radio
operator to have fun, enjoy the event, and seek whatever level of
participation they desire. Check the MAQP website for full details and
contest rules including the list of standardized 5-letter county

A service now allows those interested in taking an ARRL Certification
and Continuing Education (C-CE) course in the future to receive advance
word of registration opportunities via e-mail. To take advantage, send

call sign, e-mail address, and the month you want to start the course.

The next planning meeting for Ham Radio University 2004 will be held on

The Kings County Repeater Association (KCRA) will hold its regular

The Long Island DX Association regular meeting will be

The Town of Babylon Amateur Radio Emergency Services
meetings are on the third Thursday each month @ 8:00 PM.
This month's meeting will be held on Thursday, Jan. 22.

Nassau County Police ARC will have a special Holiday Meeting on
Thursday, January 22 at the 56th Fighter Group Resturaunt, Route 110
adjacent to Republic Airport.  Start time is 8 pm. This will be a very
special meeting, with officer installation and some special surprises to
celebrate completing our 10th year as a club. As always XYL's and/or
significant others welcome.  Prospective memebers too!   While RSVP is not mandatory, it will help in getting the right table.  As in the past each person will
