Welcome!  This is the February edition of the NY City / Long Island
"ehappenings" Section newsletter!  This newsletter is here to serve
the Amateur Radio community in our area.  I welcome and
encourage all submissions.  Please help make this your newsletter!

I especially encourage officers of the area's Amateur Radio clubs to
submit their meeting announcements, guest speakers and special
events. Please submit any information for the March issue prior
to the end of February.

ARRL NY City / Long Island Section Convention
Spreading Ham Radio Knowledge and Know How

Despite the snow, radio amateurs from throughout the tri-state
area gathered on Sunday, January 18, for the fifth annual Ham
Radio University. This year's event was held at the East Woods
School in Oyster Bay. Ham Radio University is "A day of education
to share ideas, experiences, knowledge and fellowship among
Amateur Radio operators"

Forums were held about many different aspects of Amateur Radio.
In addition, clubs and organizations from around the section set
up information tables. A volunteer exam session held at 3 PM
served over twenty people who took every level of Amateur Radio
license exam. A special event station W2V was run by John
Nistico NY6DX.

Ed Hare W1RFI from ARRL Headquarters gave the keynote
address at 12 noon. His talk on Broadband Over Powerlines was
well received by an audience of over fifty people. Dan Miller
K3UFG gave a two hour seminar on the ARRL's certification
and continuing information program with an emphasis on the
Emergency Communication course.

This event is totally self-funded, with donations from the
attendees used to help defray the expenses of running the event.
Any surplus will be used toward future events. Making a
donation provided each person with a raffle ticket in a door
prize drawing. Over twenty door prizes were drawn and many
attendees walked away happy! Door prizes were donated by
Carl Smith N4AA, Heil Sound, AES, CQ Communications,
BUXCOMM, MFJ, Yaesu/ Vertex Standard, ARRL and
W&R Enterprises.  Special thanks to Gail Schieber K2RED
for coordinating door prize donations and organizing the
"goodie bags" which were handed out to each attendee.

Thank you to all the volunteers who stepped forward to help
make this event a success! Thanks also to LIMARC and
Larkfield for the use of their repeaters for the event. Special
thanks to the East Woods School and Harris Stein KG2HO

* Ham Radio University 2004 Wrap-Up Meeting
The Wrap-up meeting for Ham Radio University 2004 will be
held on Monday, February 16, at 7 PM in the ARES/RACES room
(downstairs) in Babylon Town Hall, Sunrise Highway, North
Lindenhurst.  It is open to anyone interested in assessing the
success of this year's event and the logistics and planning of
HRU 2004.  Please let me know if you're planning on attending.

* ARRL Hudson Division Cabinet and Club Presidents Meeting
Saturday February 7th there will be a joint Hudson Division
Cabinet and Club Presidents Meeting starting at 9:30 AM at the
at the Paramus Congregational Church.   Bagels and coffee will
be served at at 9 AM. Section Managers, Assistant Directors and
Club Presidents or their representatives are invited to attend.

Coffee and bagels will be provided and the meeting will start
promptly at 9:30 AM.  We will provide pizza for lunch. The

IMPORTANT:  All division affiliated clubs should send a
representative if the Club President is unable to attend.

New York City District - DEC Michael Licenco N2YBB:
December was a rather tumultuous month for ARES in New
York City.  With a change in management, NYC has renewed
its commitment to ARES.  The first net under new tutelage,
which occurred on Monday night December 29th, was attended
by nearly 60 check-ins.  The hams who stopped by included
many present and former ARES members, and representatives
of two served clients - the Red Cross and SATERN. NYC
District ARES now has four Emergency Coordinators.
Joining John Kiernan, KE2UN of Manhattan will be Adam
Fine, AB2IZ (Brooklyn); Charles Gallo, KC2IXE (Queens);
and Chris Sierra, KC2KFW (Bronx).  An EC for
Staten Island will be appointed shortly  (Mike Bartmon, KF2EO
was appointed EC Staten Island later).  I have also asked
Joe Prego, N2ECR, an OES from Brooklyn to serve as
Public Information Officer for New York City District ARES.
He graciously accepted my offer.  He has served as P.I.O.
for Kings County, and will continue in both roles.
Earlier this month I attended, as an observer, the New York
City Office of Emergency Management's table top exercise
dealing with how a large scale emergency would be handled
by the various City and Private agencies that act as first
responders.  The scenario dealt with three separate terrorist
attacks occurring throughout the city. The exercise
took place over a two day period.  Day one dealt with the
response 24 -48 hours after the event.  Day two dealt with
the aftermath one month later.  Over 250 people participated
in the event.  I was allowed full access to all the participants
as an observer - to watch and listen to them, and to learn.
Earlier this month ARES participated in the annual Community
of Mayors Christmas event at Kennedy Airport.  I don't know
how many or who attended the event. I've also attached the
Manhattan report from KE2UN. If you require any additional
information for the monthly report, please let me know.

EC report Manhattan Bronx December: City wide Meeting
12/13/03 we did not have out local ARES meeting for
December, 9 Bronx/Manhattan members attended.
12/31/03 5 Operators Manhattan 3 Bronx were on standby
from 1800 to 0145.  01/01/04 Red Cross GNY stand
down. Columbia VE session 12/15/03 2 Manhattan operators
worked 18:00 to 20:30 - KE2UN and W2BH.
4 ARES NETs
From Brooklyn EC - Adam Fine AB2IZ:
Kings County December 2003: Total ARES Members - 30
Change since last report - 0.  Number of drills, nets and
training sessions this month: 0.   Man-hours: 0
Number of public service events this month: 1 Man-hours: 1.
Number of emergency operations this month: 0 Man-hours: 0
Total number of ARES operations this month: 1 Total
Man-hours: 23.   As I was not EC for the month of December,
I do not have all the information I need to file a accurate report.
This information was garnered through some phone calls.
Public Service Events: Operation Santa Claus: N2KEN,
W2/8R1B, W2DEA and WA2JNF.  Kings County ARES meeting:
There was no meeting for the month of December as no EC had
been selected as my  replacement.  However, there was a
citywide District meeting led by Charlie Hargrove on the 6th
of December.  The next meeting will be on Wednesday,
January 14th, 2004 at 7:30pm. The location is UCP,
121 Lawrence Street, between Ocean Parkway and Seton Place,
Brooklyn, NY. Mike Lisenco, N2YBB, the new DEC will be
speaking.  All NYC District ARES members have been invited. 
Each EC has also been personally invited to meet the
membership here in Kings County ARES and show all
that NYC ARES is in fact, alive and well.
Nassau County - EC Mario Maltese WF2T reporting for DEC
George Gluck WA2WKV: At the December Meeting, a recap
 of the significant accomplishments of Nassau ARES for the
year was summarized, and a discussion for next year's
goals took place. A video highlighting the major
accomplishments as also shown.
Suffolk County - no report. KA2D did speak with DEC Bill
Scheibel N2NFI as is our routine. SC is in progress of ARES
renewals. SC ARES/RACES net meets each Monday night at 9:00
PM local time.
Tom Carrubba KA2D, Section Emergency Coordinator:
Effective 12/23/03 I relieved Charles J Hargrove N2NOV
as DEC for NYC. A certified letter was mailed 12/21/03 and
received by Mr. Hargrove on 12/23/03. Copies of this letter
were emailed to NLI SM George Tranos N2GA, ARRL Field
Organization representative Steve Ewald WV1X,
Hudson Division Director Frank Fallon N2FF. I did not receive
any response or any of requested NYC ARES material from
Mr Hargrove. On 12/27/03 KA2D, with the approval of SM
N2GA appointed Michael Licenco N2YBB as DEC of NYC.
I have spoken with the Greater NY American Red Cross
Director of Disaster Services to assure GNY ARC that ARES
will continue to serve its clients. This was also done with
Salvation Army and NYC VOAD. I Continue to solicit
reports and monitor nets, emails and newsletters.

STM Claire Heil WA2VZK reports the following:

All our "section level" cw nets meet on 3677 KHz .

2)NTS "section level" phone nets:

(currently meeting on 7237 KHz but usually meets on 3925 KHz
during the winter months.)
New York Public Operations Net (NYPON) 5pm daily on 3913 KHz
(alternate freq. 3925 KHz +/- QRM).
3)"Independent nets" which maintain close association with the NTS.
Empire Slow Speed Net (ESS) 6pm daily on 3590 KHz .

Daniel reports that there has been significant activity by Official
Observers in the NY City / Long Island area.  Some of this
activity resulted in action taken by the Federal Communications
Commission.  Official Observers (OO's) spend many hours
listening to help keep our frequencies clear and clean. They
deserve our recognition and thanks!  Because of privacy concerns,
their efforts sometimes cannot be publicized, but they are there
non-the-less.  If you have any concerns about Amateur Radio
monitoring and enforcement, please contact Daniel at ny2l@arrl.net

* First Section hamfest set for February 29
The Long Island Mobile Amateur Radio Club (LIMARC) will
hold their annual winter hamfest on Sunday, February 29.
It will be at Levittown Hall, 201 Levittown Parkway,
Hicksville, New York 11801. General admission $6, doors
open at 9 AM for buyers.  Vendor spaces $20 plus admission,

A service now allows those interested in taking an ARRL Certification
and Continuing Education (C-CE) course in the future to receive

HOSARC Monthly Meeting is Tuesday, Feb. 10, in Queens at 8 pm.

LIMARC Technician class and Morse Code 5 word-per-minute
study class begin at Huntington High School on Tuesday,
February 24.  This is part of the Huntington Adult Education
program and there is a registration few to the school district.
The class runs for 7 consecutive Tuesday evenings from
7:30 to 9:30.  A student may take either the Technician
theory class or the Morse Code 5 word-per-minute class.

Radio Central ARC monthly meeting is Wednesday, Feb. 25
at the New Village Rec Center in Centereach at 7:30 pm.
