Welcome!  This is the March edition of the NY City / Long Island
"ehappenings" Section newsletter!  This newsletter is here to serve
the Amateur Radio community in our area.  I welcome and
encourage all submissions.  Please help make this your newsletter!
I especially encourage officers of the area's Amateur Radio clubs to
submit their meeting announcements, guest speakers and special
events. Please submit any information for the April issue prior
to the end of March.

HAPPENINGS

Ham Radio University Wrap-Up Meeting Held
Members of the HRU 2003 committee met on Monday, 2/24/03
to discuss how to improve the event for 2004.  A tentative
date of Sunday, January 18, 2004, has been set for the
next Ham Radio University.  There will be a questionnaire
sent out shortly asking for your opinions to help make
next year's event better.

New York City: Kings County ARES held a meeting on 01/26/03
with topics of upcoming events and Go Bags discussed.  Attending
were AB2IZ, KA2KDQ, KB2SUR, KB2GEK, KB2TWY,
KB2VDV, KC2CBL, KC2JXM, N2ECR, N2QXB, N2ULX,
W2MPL and WA2JNF. NYC ARES was activated on Friday,
2/22/03 when a barge exploded at a port facility on Staten Island.
Operators served with the forward response team, 2 ERVs, and at
Red Cross HQ in Manhattan and as Net Control Stations. NYC
ARES was active from 11AM to Midnight (13 hours). Operation was
on two repeaters as well as VHF simplex. The following operators
were active: KF2EO, N2BGR, N2GAB, N2NOV, N2ZWT, N2ZYF,
NT2T, WA2IAF, WA2RF. The following were on standby or ready
for shift #2 that was not needed: KA2ABV, KB2QLE, KC2IXE,
N2ECR, N2UIH, N2UMC, WA2GUG, W2MPL.  Nassau County:
ARES participated on Jan 3 when activated by Nassau ARC to man a
shelter in Bayville due to a storm. Six operators involved and the
operation was shut down at 12 midnight.  On Jan 14 the monthly
Nassau ARES meeting was held, 20 attended a class how to deal with
served agencies. On Jan 19 Nassau ARES set up a table in the club room
at HRU 2003. On Jan 20 Nassau ARES was attended the sixth fire
battalion meeting. On Jan 26 Nassau ARES was activated by Nassau
ARC and Nassau EOC due to gas fire and explosion in Lakeville with a
shelter opened at Malverne high school with over 150 relocated. 
Operation shut down midnight, ten operators were involved.  Suffolk
County: Annual renewals in progress. Online data base is active.
SEC Tom KA2D: attended HRU2003 and was the moderator for the
Emergency ommunications Forum. KA2D did a presentation , Intro
to ARES and the ARRL CCE EC program. Suffolk County DEC
Bill Scheibel N2NFI spoke about recruitment and practical application
of EMCOMM training. Jeff Schneller N2HPO, Greater New York
SATERN Amateur Radio Liaison Officer, spoke about the ARES and
SATERN relations.

Charlie WA2YOW was kind enough to continue to take NTS reports
and compile a monthly report in lieu of a new STM.  He reports the
following:

1)NTS "section level" CW nets :
NYS/M  10am local time daily
NYS/E     7pm local time daily
NYS/L    10pm local time daily
All our "section level" cw nets meet on 3677 KHz .

2)NTS "section level" phone nets:
New York Phone (NYP) 1pm daily
(currently meeting on 7237 KHz but usually meets on 3925 KHz during
the winter months.)
New York Public Operations Net (NYPON) 5pm daily on 3913 KHz
(alternate freq. 3925 KHz +/- QRM).
3)"Independent nets" which maintain close association with the NTS.
Empire Slow Speed Net (ESS) 6pm daily on 3590 KHz .

Hit and Bounce Net  (HBN) 8:30am daily on 7042 KHz .
Hit and Bounce Slow Net  (HBSN) 7:30am daily on 3714 KHz (alternate
freq. 7114 KHz).
New York City -Long Island cw net (NLI) 7:30pm Mon. through Fri. on
3630 KHz .
(all times listed are local eastern times)

4)The NTS "local nets" are:
Big Apple Net  8pm daily on 146.430 MHz
Nassau Co. VHF Net  7:30pm on 146.805 MHz (meeting irregularly at
present).
Suffolk Co. VHF Net  8pm (Mon. through Thurs.) on 145.210 MHz.

Section Staff changes: Charlie Ferrando WA2YOW has resigned
as Section Traffic Manager effective immediately.  Charlie has
been STM for over 6 years and has spent many hours and
much effort helping Amateur Radio.  His work and the work of the
many section Traffic Handlers who consistently move radio traffic into
and out of the NY City / Long Island section sometimes goes unnoticed
but is an essential part of Amateur Radio communications.  The
section staff joins me in thanking Charlie for his time and contributions.
I are currently in the process of finding a new STM - please contact me
if you are interested or know someone who might be interested in this
important postion.

From the ARRL Webpage: Several Amateur Radio volunteers were
honored February 24 during the Greater New York Division of the
Salvation Army's sixth annual recognition dinner for Emergency
Disaster Services volunteers. Salvation Army Team Emergency Radio
Network (SATERN) and Amateur Radio Emergency Service (ARES)
members received 37 award certificates and plaques for providing some
1800 hours of volunteer service during 2002. "It was great to see ARRL
ARES members thanked so publicly and repeatedly by not only The
Salvation Army but also by FEMA and the New York City Fire
Department," said ARRL Hudson Division Director Frank Fallon, N2FF,
who represented the League at the ceremony. "This event was a good
reminder that there is more than one agency that our ARES members
support. It was very gratifying to realize that The Salvation Army is
more interested in serving and helping people than in raising funds."

Help Save Our Frequencies!
The Amateur Radio Spectrum Protection Act of 2003 has been
introduced in the US House of Representatives. The measure is an
ARRL legislative initiative. Florida Rep Michael Bilirakis filed the
latest version of the bill, HR 713, on February 12. It has been
referred to the House Committee on Energy and Commerce.
HR 713 is aimed at ensuring the availability of spectrum to Amateur
Radio operators. It would protect existing Amateur Radio spectrum
against reallocations to or sharing with other services unless the
FCC provides ''equivalent replacement spectrum'' elsewhere.
The previous version of the Spectrum Protection Act attracted more
than 50 cosponsors. An effort will be made to encourage additional
House members to sign onto HR 713 as cosponsors. Additional details
are on the ARRL Web site. You can locate your Congressional
Representative at www.house.gov  Send a QSL card or letter that
identifies you as a ham and that you support HR 713.

I got a nice note from the secretary of the Long Island DX Associations:
We always meet the THIRD Friday of the month (except for our summer
hiatus in July & August). "The Long Island DX Association will meet at
Briarcliffe College on Friday, March 21, at 8:00 PM in room 10. Contact

From Ken Curtin FEMA Voluntary Agency Liaison:
"Just wanted to let everyone know that  the new FEMA home
study course, 'IS 292'   DISASTER BASICS   is now available

a prerequisite for many  other FEMA courses.  Would you please
pass this along to anyone you think might be interested? This is
just the latest of  the many FEMA Independent Study courses

The Boston Athletic Association is looking for a few good patriotic
hams to enlist for the 2003 Boston Marathon on Patriots Day, April 21.

 honorable discharge and full pension after serving only one day (it will
be a long one -- and I don't mean the pension).  Volunteers needed for
