HAPPENINGS

* LIPA to test BPL on Long Island
The following has been reprinted from the ARRL Hudson Division Beacon:

LIPA to test high-speed Internet service On LONG ISLAND
Warning  Danger !!!!!

BPL may be coming to a community near you.  There is still time to
write a letter?

See
http://www.newsday.com/business/ny-bzlipa0215,0,51795,print.story?coll=ny-top-headlines
for the full article.

On February 15, Newsday printed an article about LIPA's plans for a BPL
test announcing that on Feb. 21 it will ask companies to bid on a
broadband-over-power lines and wireless Internet "demonstration"
project to 105 homes and businesses in the Hauppauge/Commack area later
this year. LIPA plans to test the Broadband Power Line system, which
will allow Internet access via electrical lines and outlets, as well as
wirelessly, over the next two years. Companies in the Hauppauge
Industrial area will be a focus of the test, LIPA said Tuesday.

LIPA chairman Richard Kessel urged patience. He said LIPA doesn't want
to proceed with a wider rollout until it has fully tested the
technology and makes certain it can offer it without interruption to
its power services, or tax-exempt status.

Kessel also said the project, if rolled out profitably, has the
potential to help offset soaring electric rates.

ARRL Hudson Division Director Frank Fallon N2FF Comment:
I hope this causes ARRL members to take action and
write a letter to Kessel and LIPA Board members to warn them of the
interference potential of some of the systems hams have run afoul of
across the US.  We will shortly begin a letter writing campaign in
NLI.

New York City District - DEC Michael Lisenco N2YBB:
2005 SET report, 2005 Annual EC report and roster update
HRU Participant, Forum Presenter.
January is typically a quiet month.  NYC District ARES
participated in the annual HRU 2006.  Borough meetings continue to
be well attended, along with consistently good turnout for the weekly nets.
A training session was held for NYC District ARES members at
the Red Cross Queens Chapter.  Sidney, K0SID, taught the basics of
what we need to know for a Shelter operation.  Ten new ARC ID
cards will be issued as a result of this session.
The borough EC reports are attached.  As always, please read
their comments as well.

Queens County ARES meeting
The January Queens County ARES meeting was held on Sunday
the 15th at our normal meeting place at Elmhurst General
Hospital.  The major topic was the USE of vhf/uhf packet.
The focus was not on how to assemble a station but rather
what to do with it once it is up and running. The topic
generated some lively discussion that will no doubt continue
if future meetings.
2006 HRU
Twelve Queens County ARES members manned the ARES table at
HRU.  We had examples of GO-Kits, emergency power, and a
video loop showing past events from the NY District.  Thanks
to all that participated.
Sad News
Unfortunately, Queens Ares lost one of its members in
January. Ed,WA2EQH, passed on Thursday January 12.  He will
be missed.  Bill, KC2GSK, AEC&OES, also suffered the loss
of his father this month.  We wish Bill and his family well.
New Member
This month we officially welcomed Annita, KC2OYY to the
Queens roster.  Annita, along with her husband Ryan, AB2MH,
form the first couple on the team. Annita had participated
in a meeting prior to getting her license and had checked
into several nets over the last 2 months.  But with the
official completion of the paperwork, she is now a
full-fledged Queens member. Welcome.
ARC Training
Four members of Queens ARES attended the ARC training on
January 28th at the ARC Queens headquarters.  They were,
KC2OVT, KC2OYY, AB2MH and KC2LSB.  Thank you all.
The Queens County Weekly nets are on Thursday nights at 8:00
PM on the K2CJP repeater (145.410MHz/-600KHz/114.8PL).
Thanks to our net control station KC2GSK.
The February  monthly meeting will be held on February 19th
. Meetings begin at 2:00PM at Elmhurst Hospital.  Topics
include the continuation of the discussion from the January
meeting and preparation for the upcoming event season.  If
anyone would like to put something else on the agenda,
please email KC2LSB at KC2LSB@arrl.net.  For information on
meetings please visit the Queens ARES website,
www.queensares.org .    Thanks to Joe, KB2JOE for his
website management.

Roster update, I would like to thank everyone that helped
put the spreadsheets together for all the EC and the members
to use.
We had a meeting with 4 nursing homes in the Bronx to help
them with incase of an emergency. We are also in process of
getting winlink configured with the help of WA2GUG Charles
and N2NSA John.

01/18/06 - Kings County ARES meeting
Last year it was a lack of location, for the last two meetings
it's been the weather. A virtual monsoon followed by some
chilly temperatures, kept attendance down but
not the positive atmosphere.  Five members of Kings County
ARES managed to make it to the first meeting of the year and
they included AB2IZ, KA2KDQ, KB2SUR, KC2NBE and
WA2JNF.  Topics discussed included: Applications for
2006; ID cards; ongoing EC-01 course; Tabletop exercise; and
Go-Bags.  Our next meetings are scheduled for February 15th,
2006 and March 15th, 2006. Kings County ARES meetings are
held at Methodist Hospital in the Executive Dining Room - East
Pavilion.  The hospital is located on 6th Street, between 7th
and 8th Avenues and is accessible via the "F' train (7th
Avenue), B67, B69 and B75 buses.  All meetings will start at 7pm.
All information regarding this new location and Kings County
ARES can be found at www.kingscountyares.org.   Thanks to
Mitch, N2RGA, for all the upkeep and for the newest upgrade
of the website.
Kings County ARES has a weekly net, every Sunday at 8PM.
Nets are held on the W2CMA repeater (446.675/-5MHz/114.8)
in order to discuss issues of relevance to the ARES community at
large and Kings County ARES specifically.  We welcome,
encourage and invite all amateur radio operators to participate.
Thanks to Tony, KC2JXM, for managing this net.

Nassau County - Jim Mezey W2KFV, DEC Nassau County
HRU Participate, Forum Presenter
Nassau ARES had a quiet month as we entered the new year.
Nassau ARES attended and participated in HRU 2006.We also
had a ARES table where we distributed flyers and applications.
At our January meeting, we had nice presentation by Lorrie,
KC2CHA on Introduction to Disaster Services for Red Cross.
There was a question and answer session. We have added the
Village of Lynbrook to our list of served agencies as we have
completed and tested an antenna drop at that location. We have
equipment yet to be installed in the 1st and 9th Fire Battalions.

Tom Carrubba KA2D, Section Emergency Coordinator:
Ham Radio University (HRU) / New York City Section Convention
had a very large ARES participation. ARES groups had tables
in the club area with very nice displays. The ARES forum was
well attended.  NLI SEC KA2D moderated the ARES forum,
which is also our NLI ARES annual meeting. Each NLI DEC,
N2YBB, W2KFV and N2NFI gave  a presentation/report about
their program followed by a very lively Q&A. Allen Pitts W1AGP
of ARRL did a great job in the  "Katrina Response" forum.
ARRL Staff appointees also attend the ARRL forum moderated
by NLI SM George Tranos N2GA. Many questions were fielded
concerning Emergency Communications, by the NLI ARES staff.
The NLI 2005 SET and Annual EC reports were sent to ARRL.
Not all Suffolk  ECs  reporting, we need to improve on that.

to receive the debut issue of The ARES E-Letter! The premier
edition of the monthly national newsletter is set for
release Wednesday, August 17, and will publish on the third
Wednesday of each month after that. Since 9/11, interest
within the Amateur Radio community in emergency
communication and public service has greatly increased. More
than ever, hams are volunteering to help meet the
communication needs of our nation, states and communities.
The ARES E-Letter is a response to this expanding awareness.
Anyone with an interest in emergency communication or public
service activities can sign up online to receive The ARES
E-Letter. Each issue will contain a wealth of after-action
reports, editorials, technical tips, news and
views--information you'd otherwise have to wait for in QST.
Timeliness, utility and inspiration are the goals of this
informative publication that's devoted entirely to Amateur
Radio emergency communication and public service. Editing
the first issue is former long-time ARRL Headquarters staff
member Rick Palm, K1CE, who oversaw activities involving
ARRL Section Managers, the ARRL Field Organization and the
Amateur Radio Emergency Service (ARES). We invite
subscribers to share a copy with club newsletter editors or
with friends who may not be ARRL members but still might be
interested in receiving it. Those receiving the premier
edition also may opt out of getting further copies if they
wish. [from ARRL 08/11/05]

- K2LS DX-Packetcluster node available for DX spots
The K2LS DX-Packetcluster node, located in Merrick, NY,
is available on both RF and the internet.  RF input/output 144.970.
Internet (Telnet) is  DXC.K2LS.COM, either standard port 23, or
port 7300. The K2LS node is filtered to pass only spots from
zones 1 thru 8, but, I can allow any combination of spots/bands to
be passed at the users request.  Some users connect simultaneously
with a different ssid,   i.e.  KA2D & KA2D-3, enabling them to see
both filtered and unfiltered information. The node also filters all
talk/chat from outside zones 1 thru 8.  For more information,
