This is the March edition of the New York City-Long Island
Section "e-Happenings" newsletter. This newsletter is here to
serve the Amateur Radio community in our area. We welcome and
encourage all submissions. Help make this your newsletter. We
especially encourage NLI Radio clubs and Organizations to
submit their meeting announcements, guest speakers and any
special events. Please submit any information for the April
issue prior to the end of March.

in NLI. STARC, HOSARC and LIMARC all report busy VE sessions.

Long Island Radio Day, ATTENTION NLI CLUBS
Here is great opportunity for your Club or EMCOMM Group to
display it's talents while supporting LIWHS which has been very
good to us by supporting club meetings and HRU. See details

NLI wishes a speedy recovery to Big Apple VHF Net Manager
Nat (KB2KLH). Nat recently had surgery and hopefully is on
the mend. Send Nat a RADIOGRAM via one of the NLI NTS Nets.
Get well soon Nat.

Effective March 1, 2007 NLI welcomes Steve Barreres K2CX to
the NLI staff as Technical Coordinator.
Steve Barreres K2CX, former WB2MMH and WN2DVA has been
licensed since 1971 and holds an extra class license. Steve
works in the TV Broadcast Industry. and is a NLI Technical
Specialist, ARRL C-CE accredited EC-001, EC-002 and EC-003.
Steve is active in a number of NLI and upstate radio clubs.
Steve recently headed the W1F Brant Rock special event
station.

He will be available to those who need a helping hand
whether it be a home project or club repeater trouble.

NYC/LI has adopted a Sectionwide policy of non-compliance
with the current Red Cross request for background checks of
our membership.  We understand and agree with a need for
security, and do not have a problem per se with their request
for criminal background checks.  We do, however, feel that
their requests for credit and/or style of life checks are
unnecessary and go far beyond whatever is reasonable and
necessary to secure their internal issues.

We are aware of an internal Red Cross memo that was recently
issued by their Interim Acting President, Jack McGrath, which
attests to a revised policy of not asking for such credit
checks.  However, in re-examining their vendors website, we
find that the language used still deals with credit/consumer
reports, which are not synonymous with criminal background
checks.  Until such time as we feel that our issues are dealt
with, we will not comply with their request to complete such
checks.  Unfortunately, while we will continue to support the
ARC during a request for help, not complying with their
background check leaves our members in limbo, as they will NOT
be covered under the ARC insurance policy.  As such it will be
extremely difficult finding ARES members who will assist in
time of need as ARES and the ARRL maintains no insurance
coverage for ARES members.

Both the ARRL and the ARC claim to be studying this issue.  We
hope that a satisfactory conclusion is reached BEFORE something
happens that requires our assistance.

it is noted that an ARRL Committee will formally study backround
checks.

at the scene of an apartment fire in Hewlett. HRU 2007 was
next with a fine turnout by Nassau ARES members. Our monthly
meeting was about Introduction to Disaster Services. Some
staffing restructuring is taking place with the addition of
two EC's.

NTS SECTION LEVEL and INDEPENDENT CW nets :  PLEASE READ!!!
The FCC R&O is mandating drastic changes to 80 meter CW NTS, and the
NET Frequencies are changing weekly as everyone tries to find room
in the first 100 kHz of 80 meters.  I will post them as I get them,
but by the time you read this, it probably will have changed.  Through
foresight and good planning of Bud W2RU and Jack W0UCE (among others),
there is a frequency matrix which has all of the major nets and their
meeting times/frequencies.  (thanks to the folks at
http://groups.yahoo.com/group/NTS-EAN for this info.)

Consult the above mentioned matrix for the net QRG's.  Also, there is

Long Island Radio Day - Saturday March 3, 10AM - 4PM

The Long Island Wireless Historical Society (LIWHS) and
WCWP/88.1FM (the CW Post radio station) are jointly
sponsoring Long Island Radio Day. Long Island Radio Day is
an event that will be of interest to local hams and ham radio
clubs. LIWHS is looking for support and participation from
local radio clubs and offers club exhibit table space (for club
information but not for selling merchandise) at no charge to
radio clubs. The event will feature antique and restored radios
for sale and exhibit, an open tour of the WCWP radio station, a
special event station, hands-on displays, ham radio
demonstrations, door prizes, and raffles. Admission to general
public is $6.00. Date and time: Saturday March 3, 2007 10:00
AM to 4:00 PM. Place: Tilles Center / C.W. Post Campus,
Northern Blvd, Brookville, NY. Directions: LIE Exit 41 North
(Rte 107). Proceed north to Northern Blvd. Turn left onto

Through a cooperative effort with the Long Island Wireless
Historical Society and WCWP FM the PECONIC ARC has been
allowed the setup of an Amateur Radio "Special Event Station"
at the first LONG ISLAND RADIO DAY at CW Post Tilles Center on
March 3, 2007.  The FCC callsign of W2R  (Whisky 2 Radio) has
been reserved for the stations. More info on this event can be

We intend to have 2 amateur stations on the air from the large
glass enclosed conference room that is visible when you walk
into the FM station main door.   Licensed hams will be invited
to operate the station, if they wish, and those without l
icenses will have the opportunity to go on the air, control op
present of course, similar to a GOTA (Get On The Air) station
at an ARRL Field Day station.  We expect to operate 40 and 17
Meters.

[Editor's note; this is a great opportunity for newly upgraded
hams to get on HF and experience the thrill of operating.  This
is also ARRL International DX Contest weekend SSB. There will
plenty of stations on the air!

Long Island Transmitter Hunters (LITHARC) seeking new
participants A group of Long Island transmitter hunting
enthusiasts has been conducting hunts on Friday nights with
an occasional Sunday event and we are seeking new participants
to join in the fun. Anyone interested in learning more about the
activity of radio direction finding and radio "fox hunting" is
invited to come out as a hunter or rider. A LITHARC discussion
group (Long Island Transmitter Hunters ARC) has been established
on Yahoo Groups as a central information and communications site.
You are welcome to sign up to keep informed about upcoming
events. If you would like our group to conduct a hunt in your area
that would include members of your radio club, please let us know.

Hosstraders QRT for 2007

The October 2006 event was the last Hosstraders.  After careful
consideration, we have decided to discontinue hosting the event.  A
combination of factors have led to this difficult decision.  We've
been running Hosstraders for a third of a century, but we've always
done it "our way" and we feel that the result has been an event unique
in the Amateur Radio world, certainly in New England.  A number of
things have been taken into account, but foremost in our mind is that
we want Hosstraders to be a quality experience in  every way, and not
to slowly run it into the ground just for the ride.   We want to take things
out on a high note, while we can still be proud of our efforts.

2007 EASTERN VHF/UHF CONFERENCE

Thanks to the efforts of Jim Reisert, AD1C, Chuck Strobel, K6PBT and Scott
Neader, KA9FOX, the DX Cluster Resource Connection has been relaunched at its
old URL:http://www.dxcluster.info/

This site contains a worldwide listing of both RF and Internet DX Cluster
nodes.

DXCluster.INFO was a 10 year labor of love on the part of Chuck Strobel, K6PBT
who retired from site management in July 2006.  He was kind enough to transfer
the domain to me and I relaunched it in February 2007.

I'm currently trying to update the list of telnet (Internet) nodes.  I have
recently sent mail to all known sysop E-mail addresses and am working on
correcting the list.  Later I'll be updating other parts of the web site.

Finally, the source data is in a format that can be used to create
program-specific data files.  If your program needs a list of DX Cluster nodes,
send E-mail to the webmaster@dxclster.info and we'll work something out.

W2 QSL Bureau Rate Increase

The W2 QSL Bureau, run by the North Jersey DX Association, will be
increasing its subscriber rates. Effective April 1st the minimum credit
purchase will be ten postage credits for $6.00. The bureau has kept
rates flat for several years absorbing four postage rate increases by
cutting expenses and streamlining its operations as much as possible.
Based upon news of more postage increases due this spring the Bureau
felt it could no longer absorb rate increases without a change. In
spite of the increase using the bureau option is still the best dollar
value around as evidenced by the amount of QSL cards still handled.

33rd Annual Eastern VHF/UHF Conference to be held April 20,
21 & 22, 2007 once again at the Crowne Plaza Hotel in Enfield,
CT. This year we will sponsor a Saturday afternoon Microwave
Workshop --mini conference in addition to our regular 3 day
conference activities. Friday night hospitality suite, Saturday
lectures, band session discussions, vendor displays and noise
figure measurements with an evening banquet. Sunday morning
weather permitting) we will hold an Outdoor Flea Market
specializing in VHF and Up items.

The Microwave Workshop will be patterned after the UK Microwave
Group's "Microwave Radio Workshop for Beginners". This event
is suitable for all newcomers to the microwave bands, with no
previous experience necessary. Paul Wade, W1GHZ world renound
microwaver and editor of QST's Microwavelengths column is
coordinating the event.

If you are interested in trying out the microwave bands but
haven't done so, or are just getting set up for the bands,
then this event is a great opportunity to kick start your
activities. The afternoon will be structured around a series
of introductory talks and practical demonstrations of
microwave station operations. There will be a number of
experienced microwave operators on hand over the day so that
all of your questions can be answered. The workshop will be
an introduction to microwaves. Please note that it is NOT
intended for those already experienced in this part of the
spectrum.

end of the ramp, and take your immediate right (at Friendly's)
onto Bright Meadow Blvd. The hotel will be on your left.

A new user-friendly feature on the ARRL Web site--the ARRL
Amateur Licensing Class Search Page--lets prospective hams
search for a licensing class in their area. It also allows ARRL
registered instructors to list their classes on the Web. Visitors
can search for classes by ZIP code, ARRL Section or state.

League Rolls out Emergency Radio Public Relations Campaign,
Web Site (Jan 30, 2007) -- "Ham Radio . . . Getting the message
through for your family and community" is the theme of the
League's 2007 public relations campaign. The "Emergency Radio"
Web site debuted this week. ARRL Media and Public Relations
Manager Allen Pitts, W1AGP, says the 2007 emergency
communications initiative pick up the momentum ARRL public
information officers started during the  just-ended "Hello"

MetroCor is the established coordinating body for the New York Metro
area, inclusive of New York City - Long Island, Westchester County and
the majority of Northern New Jersey. You must apply for coordination

Job Title/Department: Emergency Communications Manager
Job Grade: Compensation to be determined by experience
Hours: Monday through Friday - Some business travel required
including weekends
Direct Supervisor: Manager of Programs and Services Department
Location: ARRL Headquarters, Newington, CT
Qualifications:
* Knowledge of Amateur Radio including HF, VHF and digital
modes related to emergency communications..
* At least five years experience with amateur radio emergency
communications in ARES/ RACES or equivalent
* Experience in ARRL Field Organization in a leadership position
* Experience as emergency communications professional and/or
first responder desired
* Knowledge of and experience with ICS and NIMS. NIMS 100
highly desirable and 700 Certification recommended
* Amateur Radio license required and ability to attain Amateur
Radio Extra Class License
* Completion of ARRL EmComm Level Course Level 1
* High level presentation, verbal and writing skills
* Bachelor's degree

Responsibilities and Objectives:
* Act as ARRL Emergency Communications liaison to
governmental agencies including FEMA and Homeland Security.
* Administer memoranda of understanding between ARRL and
served agencies such as The American Red Cross.
* Maintain and encourage relationships with all ARRL served
agencies.
* Creation and administration of the ARRL internal emergency
response plan.
* Coordinate Simulated Emergency Tests.
* Assist Field Personnel with Emergency Communications and Public
Service events and planning, as required.
* Maintain and update ARRL emergency communications training
materials and publications.
* Keep ARRL Emergency Communications and Public Service content
accurate and updated on the ARRL web site.
* Maintain ARES Database.
* Act as liaison to ARRL Emergency Communications Field
Leadership including ARES and RACES Leadership.
* Author and/or edit occasional material for QST and other ARRL
Public Service publications.
* Manage other Emergency Communications and Public Service
Related Issues.
