HAPPENINGS NLI Amateurs in the forefront in the push for a nation-wide PRB-1 bill in Congress: ARRL Hudson Division Director Frank Fallon N2FF will be meeting with a Long Island Congressman in the hopes he will sponsor a bill in the U.S. House of Representatives to apply PRB-1 to CC&R's. The FCC has repeatedly denied ARRL petitions for rule making to extend the provisions of PRB-1 to private deed restrictions and covenants. Recently, they suggested that the ARRL should ask Congress to direct the FCC to do this. Mr. Fallon and a contingent of radio amateurs from Long Island, including NLI Section Manager George Tranos N2GA, Assistant Section Manager and Section Emergency Coordinator Tom Carrubba KA2D and NLI Public Information Coordinator Diane Ortiz K2DO will be meeting with the Congressman shortly. Details will follow. Tom Carrubba KA2D was the Keynote Speaker at Communications Academy 2002 in Seattle. Tom spoke on Emergency Communications and the World Trade Center Disaster. This fourth annual conference was held March 23 and 24 in Seattle, Washington. Tom is the ARRL Section Emergency Coordinator for NYC/LI and was involved with Emergency Coordination during the WTC Disaster in September 2001. Tom reports: "The best part of the conference was the long chats with WWA SEC Ed Bruette. While classes/forums were in progress, we were able to exchange a lot of information and to compare notes and ideas. I also spent a few hours with WWA SM Harry Lewis. Most of my time was spent answering questions from the students and interfacing with ECs and AECs from the WWA and EWA". Tom also said: "The conference was very well attended, in fact in was a full house, just about 300, plus staff, instructors and speakers. My speech went very well and was received by a standing room auditorium with a standing ovation. I had many requests for interviews and autographs. The conference was covered by the local TV station, again I did an interview and it aired that evening on TV. It made the evening and late evening spots". Tom said "I am very pleased I went, it gave me a good opportunity to advance the ARES program, share information and ideas and pass through my pent-up grieving over 9/11. Amateur Radio is alive and well in WA". Communications Academy 2002 is a two-day training conference for volunteer communicators.
