Welcome!  This is the April edition of the NY City / Long Island
"ehappenings" Section newsletter!  This newsletter is here to serve
the Amateur Radio community in our area.  I welcome and
encourage all submissions.  Please help make this your newsletter!
I especially encourage officers of the area's Amateur Radio clubs to
submit their meeting announcements, guest speakers and special
events. Please submit any information for the May issue prior
to the end of April.

HAPPENINGS

NY State Antenna Bills reintroduced. The Assembly version of the bill
A2662 was introduced at the end of January with Ron Tocci as sponsor
and Paul Tonko as co-prime sponsor. Also on the bill are Paulin,
Schimminger, Smith, and Weisenberg. But the fact that the Senate
passed the same bill last year is a big advantage to our 2003 efforts.
It's is now again time to write letter or contact your legislators.

Claire Heil WA2VZK appointed as new Section Traffic Manager.
Claire Heil WA2VZK of Ridge, New York, has been appointed
Section Traffic Manager (STM) effective March 14, 2003. Claire
replaces Charles Ferrando WA2YOW who served as STM for over
6 years. The STM is appointed by the Section Manager to supervise
traffic handling organization at the section level--that is, to coordinate
all traffic efforts within the section, regardless of mode or National
Traffic System affiliation, so that routings within the section and
connections with other networks and digital traffic nodes will result
in orderly and efficient traffic flow. Claire has experience as an
Official Relay Station since 1997 and is currently Net Manager of
the Suffolk County VHF Traffic Net. Congratulations to Claire

Section Staff Meeting to be held on Saturday, April 12.
The NLI section staff will meet at Babylon Town Hall,
ARES/RACES room starting at 9:30 AM.  This meeting is
open to NLI Section Staff only and their designated
representatives. Discussed will be plans and achievements

New York City: NY City ARES requests the help of Amateur
Radio operators for the following events: MS Walk on Staten
Island on April 5 and in Manhattan on April 6; the March of
Dimes WalkAmerica, starting at the Staten Island Mall on April 27.
Adam Fine AB2IZ, Kings County Emergency coordinator reports
Kings County ARES held a meeting on February 25 with the topics
discussed being the new ARRL video on Amateur Radio, J-Poles,
and power inverters. The meeting was run by AEC's N2KEN and
W2MPL. In attendance were: KA2FXR, KA2KDQ, KB2SUR,
KB2GEK, KB2TWY, KB2VDV, KC2CBL, KC2JXM, N2ECR,
N2KEN, N2ULX, W2/8R1B, W2MPL, WA2JNF and WW2W.
Please note: Kings County ARES Meetings are moving to the 4th
WEDNESDAY of each month starting in March.á The next meeting
will be on Wednesday, April 23, 2003 at 7pm.á The location will
remain the same: UCP, 121 Lawrence Avenue, Brooklyn. Charles
Gallo KC2IXE, Queens County Emergency Coordinator reports
that the March Meeting of Queens County ARES featured displays
of portable antennas by WA2GUG, KC2JKD and KC2IXE. In
addition, we had a display of N2UIH's "go Bag". In attendance were
WA2USJ, WA2GUG, KB2QLE, N2ZWV, N2UJG, KC2GSW,
N2UIH, WB2KDG, N2EOI, KC2JKD and KC2IXE. ID cards were
handed out to N2EOI and WA2GUG. Thanks to KC2JKD for the
coffee and doughnuts. There will be NO Queens County ARES meeting
in April due to the Easter Holiday.  The Next Meeting will be May 18th
at 2:00pm at Elmhurst General Hospital, Room A1-15, Queens, NY.
Nassau County: DEC George Gluck WA2WKV recently underwent
bypass surgery. The NLI staff wishes George a speedy recovery.
Suffolk County: Annual renewals in progress. Online data base is active.

Charlie WA2YOW was kind enough to continue to take NTS reports
and compile a monthly report in lieu of a new STM.  He reports the
following:

1)NTS "section level" CW nets :
NYS/M  10am local time daily
NYS/E     7pm local time daily
NYS/L    10pm local time daily
All our "section level" cw nets meet on 3677 KHz .

2)NTS "section level" phone nets:
New York Phone (NYP) 1pm daily
(currently meeting on 7237 KHz but usually meets on 3925 KHz during
the winter months.)
New York Public Operations Net (NYPON) 5pm daily on 3913 KHz
(alternate freq. 3925 KHz +/- QRM).
3)"Independent nets" which maintain close association with the NTS.
Empire Slow Speed Net (ESS) 6pm daily on 3590 KHz .

Hit and Bounce Net  (HBN) 8:30am daily on 7042 KHz .
Hit and Bounce Slow Net  (HBSN) 7:30am daily on 3714 KHz (alternate
freq. 7114 KHz).
New York City -Long Island cw net (NLI) 7:30pm Mon. through Fri. on
3630 KHz .
(all times listed are local eastern times)

4)The NTS "local nets" are:
Big Apple Net  8pm daily on 146.430 MHz
Nassau Co. VHF Net  7:30pm on 146.805 MHz (meeting irregularly at
present).
Suffolk Co. VHF Net  8pm (Mon. through Thurs.) on 145.210 MHz.

Section Staff changes: Claire Heil WA2VZK has been appointed
Section Traffic Manager.  Charlie Ferrando WA2YOW resigned
as Section Traffic Manager but has continued to file report.  Charlie
had been STM for over 6 years and has spent many hours and
much effort helping Amateur Radio.  His work and the work of the
many section Traffic Handlers who consistently move radio traffic into
and out of the NY City / Long Island section sometimes goes unnoticed
but is an essential part of Amateur Radio communications.  The
section staff joins me in thanking Charlie for his time and contributions
and in wishing Claire congratulations and good luck in her new
position as STM.

Help Save Our Frequencies!
The Amateur Radio Spectrum Protection Act of 2003 has been
introduced in the US House of Representatives. The measure is an
ARRL legislative initiative. Florida Rep Michael Bilirakis filed the
latest version of the bill, HR 713, on February 12. It has been
referred to the House Committee on Energy and Commerce.
HR 713 is aimed at ensuring the availability of spectrum to Amateur
Radio operators. It would protect existing Amateur Radio spectrum
against reallocations to or sharing with other services unless the
FCC provides ''equivalent replacement spectrum'' elsewhere.
The previous version of the Spectrum Protection Act attracted more
than 50 cosponsors. An effort will be made to encourage additional
House members to sign onto HR 713 as cosponsors. Additional details
are on the ARRL Web site. You can locate your Congressional
Representative at www.house.gov  Send a QSL card or letter that
identifies you as a ham and that you support HR 713.

Radio Central Amateur Radio Club (RCARC) will be participating in
International Marconi Day on Friday, April 25 and Saturday, April 26.
The operation for 2003 will be at the Carasiti Elementary School, in
Rocky Point.  Plans are to do an all out CW operation this year in
keeping with out new format of sweeping changes for 2003. There are
many other historical sites that Marconi operated from here on Long
Island.  One that comes to mind immediately is RCARC old Field Day
Site.  It was originally a commercial Marconi transmitting station, one
of the first here in the USA. When the government discovered the value
of radio during the First World War they saw how vulnerable we were
 as a Country having a foreign national controlling our air waves.  The
US Government nationalized the site and took it from Marconi and
formed the Radio Corporation of American  (RCA). For more information
