HAPPENINGS

Hudson Division Delegation Promotes New York Antenna Bill in
Capital - A delegation of four from the ARRL Hudson Division
recently trekked to the state capital of Albany on April 17 to garner
support for New York's Amateur Radio antenna bill. Hudson
Division Director Frank Fallon, N2FF, reports the group met for
nearly five hours with Assembly and Senate members and staffers as
well as with a member of Gov George Pataki's staff.  N2FF says
measures to incorporate the essence of the limited federal
preemption known as PRB-1 into state law have been filed in the
Senate as S.2893, with four sponsors, and in the Assembly as
A.1565.  It is vitally important that every ham in New York State
write your State Assemblyman and State Senator asking for their
support of this important legislation.  Full story available at

Local Government Liaisons needed - I am looking for a few good
men and women to serve in the LGL appointment.  A Local
Government Liaison serves in their local area as the "eyes and ears"
for Amateur Radio.  They are on the lookout for Amateur Radio
zoning ordinances and other laws and regulations which may affect
Amateur Radio.  LGL's are needed in all areas and there should be
one assigned for each Amateur Radio club!  New LGL's will help
will the NY State PRB-1 bill to encourage hams to write letters and
keep the campaign rolling.  Contact Section Manager George
Tranos N2GA (n2ga@arrl.org) for more information or to apply.

Update from ARRL Hudson Division Assistant Director
Bob Raffaele, W2XM: Our friend Jim, W2JHO, who frequently
chats with state legislators and members of their staffs,
telephoned me this afternoon with the following  information.
The Assembly version of the legislation of interest (legislation
that would prevent local governments from outlawing
reasonable antenna structures) has just come out of
committee.  We now need to concentrate on its progress in
the Senate. The Senate bill is S2893B (Volker).  This bill is
now sitting in the Local Government Committee.  We must
urge the chairman, Sen. Mary Lou Rath, to get it on the
committee calendar. You can reach her by postal mail at:
Sen. Mary Lou Rath, New York State Senate, Albany, NY  12247.
By e-mail to rath@senate.state.ny.us and by telephoning:
(518) 455-3161. Postal mail is better than e-mail.  Please be
polite when you contact her but urge her to support this legislation.
