HAPPENINGS

NLI Amateurs in the forefront in the push for a nation-wide
PRB-1 bill in Congress: ARRL Hudson Division Director
Frank Fallon N2FF met with Long Island Congressman
Steve Israel in May.  Congressman Israel will be sponsoring
a bill in the U.S. House of Representatives to apply PRB-1 to
CC&R's. The FCC has repeatedly denied ARRL petitions for
rule making to extend the provisions of PRB-1 to private deed
restrictions and covenants.  Recently, they suggested that the
ARRL should ask Congress to direct the FCC to do this.  Mr.
Fallon and a contingent of radio amateurs from Long Island,
including NLI Section Manager George Tranos N2GA, Assistant
Section Manager and Section Emergency Coordinator Tom
Carrubba KA2D, Affiliated Club Coordinator Phil Lewis N2MUN,
and NLI Public Information Coordinator Diane Ortiz K2DO met
with Congressman Israel.  Congressman Israel has been invited
to speak at the Great South Bay ARC club meeting on May 29.

From Tom Carrubba KA2D, Section Emergency Coordinator:
KA2D reports for Nassau County; WA2WKV attended the planning
meeting for the Nassau Marathon, held a staff meeting on March 12,
and attended the monthly 6th Fire Dept EOC meeting March 18. In
Suffolk County, N2NFI is in the process of compiling a new county wide
database. John Allocca WB2LUA  will compile this database. This
database will include each member's operation and equipment capabilities.
The SC packet network needs some antenna and link repairs.  Tom also
reports: "I attended "Communications Academy 2002" in Seattle, WA
as the keynote speaker. I spoke about the amateur response in NYC after
the attack on WTC. I spent many hours exchanging ideas with my colleague,
Ed Bruette N7NVP, SEC WWA. I also spent a few hours with WWA SM
Harry Lewis. The remainder of the time was spent answering questions and
promoting ARES to the attendees. I was interviewed by the local TV station
King5 News which aired the evening of March 23rd. The URL is
http://www.king5.com/localnews/NW_032302WABamateurradio.4b466e4.html
A copy of the actual tape is coming. I want to thank Marina Zuetell N7LSL
for all the arrangements and her generous hospitality. Marina is the
coordinator for this event. This type of event should be encouraged. There was about
300 attendees from 4 states and 2 Canadian provinces. I continue to reply to
questions received from students who are participating in the ARRL CCE
program. I also continue to solicit reports for the NLI ARES Staff. Annual
renewals are still in progress".

Charles Hargrove N2NOV, NYC District Emergency Coordinator
reports that NYC ARES held a 2 hour communications drill on
April 13. N2NOV, KF2EO, AB2MH, KC2IXE, and N2TEE
participated. This was the first drill in NYC since October 1994.
This drill involved many emergency response agencies of NYC
in a simulated crash of two commuter trains on the tracks
beneath Park Avenue halfway between Grand Central Station
and the next station at 125th Street.  Estimated number of
commuters was 2,400 (1,200 per train) that resulted in only
five injuries (one critical) with no deaths.  Two hospitals
were named in the reception of the injured.
