Welcome!  This is the June edition of the NY City / Long Island
"ehappenings" Section newsletter!  This newsletter is here to serve
the Amateur Radio community in our area.  I welcome and
encourage all submissions.  Please help make this your newsletter!
I especially encourage officers of the area's Amateur Radio clubs to
submit their meeting announcements, guest speakers and special
events. Please submit any information for the July issue prior
to the end of June.

QST Section News

The QST Section News column for August 2002 is due on June
12.  If you or your club has anything which you feel is of interest to
the other members in the section, please contact me before June 12.

HAPPENINGS

June 22 and 23 is Field Day.  A special Field Day bulletin will be
sent out later in the month.  Clubs - please send me your plans
for Field Day.  Let me know where you are planning on operating,
when setup will begin, your Field Day entry classification, and
directions to your site with a contact person, phone #, website
and e-mail address.  This information will be distributed to as
many people as possible and to the press.  Please make this
information readable and send it to me in plain text via e-mail.

New York Congressman Steve Israel on CC&R's: Congressman
Steve Israel (D-Huntington) spoke to a special meeting of Amateur
Radio Clubs on Long Island on Wednesday, May 29, 2002. 
Congressman Israel discussed the basis unfairness of the application
of Federal Regulation PRB-1.  He has introduced a bill in the US
Congress to correct this unfairness, H.R. 4720, the "Amateur Radio
Emergency Communications Consistency Act".  The bill would
alleviate a problem facing many federally licensed Amateur Radio
operators living within development communities who are subject
to unreasonable restrictions or outright prohibitions regarding the
installation of external antennas. Under current law, the Federal
Communications Commission applies a policy that instructs states
and localities that they must reasonably accommodate Amateur
Radio antenna. The policy, however, fails to address situations
affecting private land-use groups. Rep. Israel's bill would ensure
consistent application of these regulations. This legislation seeks
to ensure that Amateur Radio operators are available for emergency
communications in all sections of the country, regardless of whether
they live in a development, such as a retirement community, or
townhouse subdivision.  Restrictions against antennas render
Amateur Radio operators unable to utilize their licenses, which in
turn may ultimately hinder their emergency communication role
during times of disaster or national crisis. Please call, write or

your US Congressman and ask that they too co-sponsor H.R. 4720
to help insure the future of Amateur Radio.

Two NLI Hamfests slated for June: LIMARC is holding their
Spring Hamfest on Sunday, June 9, at Briarcliffe College in

Kenwood names Tom Carrubba KA2D as recipient of their annual
"Top Gun" award.  Tom was invited to the Dayton Hamvention as
a guest of Kenwood USA and accepted the award on May 16 at
a special awards presentation.  Tom also was the keynote speaker
at the ARES forum at the Hamvention on Friday, May 17.

KA2D reports for Nassau County; WA2WKV reports that ARES
supported the Nassau Marathon on May 5.  In Suffolk County,
N2NFI reports all ARES units are active in local A-thons. Tom also
reports: "I attended a Larkfield Amateur Radio Club meeting and
spoke about ARES/RACES.  I took this opportunity to thank to
members of LARC for their response on 9.11.  Members of LARC
were among the first amateurs to relieve the NYC ARES/RACES.
On April 12, I went to Albany, NY,the NY State capital with Hudson
Director Frank Fallon N2FF to accept citations from the NY State
Senate and Assembly for the amateur radio response of 9.11 in New
York City. These citations were accepted on behalf of the 800
amateur radio people who responded to the NYC 9.11 incident.
I continue to reply to questions received from students who are
participating in the ARRL CCE program. I also continue to solicit
reports for the NLI ARES Staff. Annual renewals are still in
progress".

CQ Magazine's June 2002 issue contained a story on Ham Radio
University 2002 written by Diane Ortiz K2DO.  This story documents
the success of HRU and describes the methodology used to create
a successful educational event.  Pick up June CQ at a newsstand near
you today.  Congratulations to Diane and the entire HRU committee!

The Atlantic Hurricane Season officially begins in June.  As we all
know, hurricanes, tropical storms, and the flood waters that often
accompany them can affect a very large portion of the country and
beyond.  Be alert for Hurricane watches and warnings, have plenty
of spare batteries available and be prepared to operate on emergency
power.  Tune in to your local ARES or SKYWARN nets.

LIMARC Hamfest is Sunday, June 9th at Briarcliffe College on

The general public will be let in at 8:30AM. Tailgate spots are $15
which includes admission for one person, additional people as well

County Line ARA is running a special event station to celebrate our
10th
year anniversary. According to Chris Linne N2OPO, the special event
station is to commemorate the 10th anniversary of the County Line ARA.
They will be on the air as W2C on June 15 from 0900-2100 EDT.  Look
for W2C approx. 30KHz up from the lower edge of the General class phone

sub-band on 80, 40, 20, 15 and 10 meters.  A certificate will be
available,

LIMARC plans a one day Extra Class license study course on

NY City ARES is supporting The Swim Race around Manhattan
