Welcome!  This is the August edition of the NY City / Long Island
"ehappenings" Section newsletter!  This newsletter is here to serve
the Amateur Radio community in our area.  I welcome and
encourage all submissions.  Please help make this your newsletter!
I especially encourage officers of the area's Amateur Radio clubs to
submit their meeting announcements, guest speakers and special
events. Please submit any information for the September issue prior
to the end of August.

August 2004 is the 41st regular edition since this newsletter was inaugurated in March, 2001.

HAPPENINGS
* "Radio Communication" vests to be distributed
The ARRL will be receiving a $3000 grant from the
Corporation for National and Community Service (CNCS)
via the New York State Citizen Corps to recognize Amateur
Radio operators in the Empire State who have been
involved in emergency-related activities. The funds will
be used to provide ARRL emergency communications vests
to 200 New York ham volunteers. The hams to be
recognized will be selected by the four New York State
ARRL Section Managers. In the grant application,
Chief Development Officer Mary Hobart, K1MMH, wrote:
"ARRL will restrict the grant to recognize NY radio
amateurs who, as ARRL members, have completed
training in emergency communications protocols,
participated in drills and Simulated Emergency Test
exercises, and supported NY state agencies during
emergencies such as the events of 9/11/2001 and the
August 2003 power failure. New York volunteers
participated in the recent Flag Day 2004 events to
highlight the role that Amateur Radio can play in
emergency preparedness and mitigation....
ARRL eagerly awaits the opportunity to thank NY
volunteers for outstanding dedication through training
and service to protect homes, families and businesses
as a fail-safe emergency communication system when
other systems are compromised."  In the NLI section,
individuals who will receive the vests have been selected
by their corresponding District Emergency Coordinators.
Initial distribution will be in New York City on August
10th at the NY citywide ARES meeting.  Distribution
in Nassau and Suffolk will be announced shortly.

* Hudson Division Awards dinner November 13th
The 2004 Hudson Division Awards Nomination are
closed. Selection is now underway for the three
awards: Grand Ole' Ham, Amateur of the Year and
Technical Achievement. The award winners
will be announced later this year with the awards dinner
being held in the fall.   Thanks to anyone who submitted
nominations. The Hudson Division Awards Dinner has been
scheduled for Saturday, November 13, 2004 at 7pm.لل

New York City District - DEC Michael Lisenco N2YBB:
June was a very busy month.  We saw the appointment of John
Healy, KA2ABV as the EC for Manhattan.  He replaced John
Keirnan, KE2UN, who resigned after 11 years as EC.  KE2UN
explained that he felt that he no longer had the time necessary to
devote to the demands of the position.  We also saw the
movement of Mark Elzey, K2CSX into the position of Acting EC
for the Bronx. Mark takes over a budding organization and plans
to build it into a real powerhouse.  At the same time, Mark will be
completing various courses as he trains to assume the full duties
of Bronx EC. There were numerous events this month that saw
ARES participation.  We started the month in Queens with the
National Cancer Day Paradeon June 5th and the Riverdale
Ramble in the Bronx on June 6th.  The Bronx event was the
first time that ARES has participated in an event in that borough. 
June 6th also saw our participation in the Kenneth Dolan memorial
Rune in Brooklyn. One weekend - three events.  All were fully
covered. The following weekend, June 12 to 14th, New York
City District ARES participated in the Ellis Island Flag Day Event. 
NYC represented the ARRL and amateur radio by both setting up
and operating a station on the Island and disseminating information
about amateur radio to the public.  The event, sponsored by FEMA
and the Citizens Corps was designed to inform the public about
emergency preparedness.  Joe Nieves, N2TEE - Staten Island EC
and Jan Wolf, W2KMA - Staten Island AEC coordinated the effort.
Also participating in the event were KA2KAB, KC2LLL, N2TAW,
KB2VDV, WA3YRE, WA2JNF, KC2KDG and N2YBB.
Not to be outdone, Brooklyn participated in the Michael Hanly
Memorial Run on June 13th.  Another weekend with multiple events.
On Saturday, June 19th, the District had its second citywide
drill of the year.  For three days prior to the event, which was a
simulated hurricane, members received hurricane weather reports
from WA2GUG via the reflector. As the "storm" moved away from
the Carribbean and closer to the coastal United States. NYC District
ARES was placed on "stand-by" by the Red Cross of Greater New
York.  At 0900 local time on Saturday morning, the storm began to
hit New York City.  Members were dispatched by their ECs to local
shelters, where we operated in two shifts.  During the course of the
drill, everything but the kitchen sink was tossed into the mix.  We
"lost" our primary repeater during the later part of the morning.  The
secondary repeater went down later in the drill.  We operated simplex,
developed relays, had "emergency" traffic, one shelter had to be
"evacuated" due to flooding, "service cats" entered a shelter, and so on.
The group handled themselves admirably and showed us that all the training,
course work, participation in drills and events are paying off.  Everyone
who participated in the drill should be proud of the work they
did. The month closed out with two more events in Brooklyn.  The
Mermaid Parade on June 26th and the Cosme's 5K Run on June 27th. 
I won't rain on Adam's parade, so he'll go into detail about these events
in his report.
Joe Nieves N2TEE; EC Richmond County
After a grueling week, NYC ARES was able to pull off one of
their first highly visible events of the year.  For those
involved, it amounted to planning a field day event on
roughly four days notice.  Richmond County ARES could not
have pulled this off without the cooperation and dedication
of the other counties.  On behalf of Richmond County, we
thank you for your support. The National Park Service and Citizen
Corps personnel were very happy with our participation.  More
than likely, we will be asked to do this type of event again in the
near future.  Given enough advanced notice, I foresee a grander
display by our group of each niche of our hobby.  While
provisions for Packet were not available, we did had some
presence on APRS, QRP CW, and QRP SSB.  While our 100W
station with 20M dipole was respectable on Saturday, this
band was not kind to us on Sunday.  Mike, N2YBB, was
gracious enough to accept the task of QSL manager for this
event.  Once the dust has settled, I know we all lock
forward to seeing Mike's new card design. For the record books,

     on any ongoing issues.
 Lionel, KC2LLL - for performing any task I asked of him
     no matter how small; I speak for all when I say that
     everyone enjoyed his company and comradery.
Mike, NY2BB - for his leadership and confidence in me.
Everyone involved should pat themselves on the back for
making this event come off smoothly.  We did something good
for the hobby as a whole, and that says a lot about our
commitment to public service.  Even with the elevated stress
levels, we all walked away as friends and still speaking to
each other.  What more can one ask for?

This is my final report as EC of Manhattan

Nassau County - Mario Maltese WF2T; EC Nassau County
(for George Gluck, DEC, WA2WKV).
On June 8th, George Gluck conducted an after-action meeting
on the Long Island Marathon event, which resulted in several
improvements in our deployment processes for next year. Also on
June 8th was a call-up drill from the American Red Cross for a
joint event with Greater New York at JFK airport, and again
on June 10th for a LIPA drill. Only the cadre were
involved, but the communications paths were verified. ARES
members also participated in several Field Day sites.

Suffolk County - Bill Schiebel N2NFI, DEC SC:
Suffolk County Fire Rescue and Emergency Services will have
a new commissioner in July 2004.
Don Fisher, N2QHV, EC Town of Southold
The Peconic Amateur Radio Club (PARC) and Southold Town
ARES, with assistance from East Hampton Town ARES and
amateur radio operators from throughout Suffolk County NY,
provided emergency communications for the 2004, Suffolk
County Bicycle Riders Association (SCBRA) "Bike-Boat-Bike"
Event on Sunday, 6 June 2004.
Sixteen members of the Peconic Amateur Radio Club (PARC),
the Shelter Island Amateur Radio Club (SHARC), the Staten
Island Amateur Radio Association (SIARA), the Southold High
School Amateur Radio Club and Southold Town ARES provided
emergency communications for the 25th Annual Shelter Island
10K foot race on Saturday, 12 June 2004.

Tom Carrubba KA2D, Section Emergency Coordinator:
June 2 ands 3 , KA2D attended the 11th annual Long
Island-NYC Emergency Management Conference 2004.
The two day event brought together emergency management
resourses from local and county government, public , private
and volunteer services. The theme this year was a group
exercise of a simulated Cat 4 hurricane.
June 14 KA2D participated with the ENY SEC Ken KL7JCQ and
ENY MARS in a MARES<>ARES drill. This drill was on 80 meters
SSB and 60 meter MARS cross frequencies. The object was to
pass simulated emergency between the two services. Despite
the terrible conditions that evening, the traffic was
successfully passed. An after net review was conducted and
another drill will be done in the future.
June 25 KA2D was among New York area amateurs interviewed
for BBC 4 News program to be aired in September 2004.
Field Day 2004, KA2D toured with NLI SM N2GA and other NLI
staff of some of the FD sites in NLI..
Charlie WA2GUG has been accepted the task of investigating
the ARRL WINLINK 2000 proposal. Charlie has assembled a
team an initial Telpac will be setup at one of the NLI
packet nodes.
I want to congratulate the NYC ARES crew for getting the
Ellis Island event completed on very short notice.
I also want to recognize John Kiernan KE2UN for years of
service in NYC ARES.

* NY City ARES Meeting on Tuesday, August 10
There will be a citywide meeting of NY City ARES
held at the American Red Cross HQ on Tuesday, August 10.
The exact address is 150 Amsterdam Avenue, Manhattan
in the Auditorium. There is limited on-street parking in the
area that is easy to come by.  There are a number of parking
lots around the area (try West End Avenue around 66 St).
