Welcome!  This is the December edition of the NY City / Long Island
"ehappenings" Section newsletter!  This newsletter is here to serve
the Amateur Radio community in our area.  I welcome and
encourage all submissions.  Please help make this your newsletter!

I especially encourage officers of the area's Amateur Radio clubs to
submit their meeting announcements, guest speakers and special
events. Please submit any information for the January issue prior
to the end of December.

Frank Fallon N2FF reelected as ARRL Hudson Division Director!
Incumbent Director Frank Fallon, N2FF, of East Williston,
New York, defeated his current Vice Director and former Director
Stephen A. Mendelsohn, W2ML, of Dumont, New Jersey, in
the recently concluded election.  See full story at

Section hams come through at Riverhead Town Variance Hearing
On Thursday, November 13, 5 hams from the NLI section testified at
the variance hearing of Sal Console in the town of Riverhead,
Long Island, NY.  Mr. Console, also known as "Ted" holds the
callsign K2QMF and has been a ham since 1956.  He moved to
Riverhead in May, 2003, and submitted plans for a 70 foot crank-up
tower.  Norm Wesler K2YEW, a professional engineer in NY state,
testified on the need for the height.  Richard Knadle K2RIW
testified about RF emission and safety.  Howard Liebman W2QUV
testified about television and telephone interference.  George Tranos
N2GA testified on the value of Amateur Radio.  Frank Fallon N2FF
was on hand to testify about the national organization for Amateur
Radio, the ARRL. The town board, in an unusual decision, decided
to issue a variance that night and included Mr. Console's tower under
the town's existing 50 foot Amateur Radio exemption.  The town
issued the variance with the proviso that the tower can only be cranked
up above 50 foot for 1500 hours a year.  Congratulations to K2QMF
and to the entire team!

Next Ham Radio University 2004 planning meeting December 8.
Planning for HRU 2004 is well along.  See below for a
preliminary list of forums. The next meeting will be held on
Monday, December 8, at 7 PM in the ARES/RACES room
(downstairs) in Babylon Town Hall, Sunrise Highway, North
Lindenhurst.  It is open to anyone interested in helping with the
logistics and planning of HRU 2004.  Please let me know if you're
planning on attending.  HRU 2004 will be held at East Woods
School in Oyster Bay, Long Island, NY, on Sunday, January 18,

NYC/LI Skywarn Recognition Day on December 6
Scott Reynolds KC2JCB of the NYC NWS Office is organizing
the 2003 NWS/ARRL SKYWARN Recognition Day at Upton, NY.
The Upton Office will be signing their call WX2OKX. December 6,
2003 from 0000 UTC to 2359 UTC. Check the Skywarn page

It is a good opportunity to come out and visit the site and
operate HF. In addition to working HF, we are allowed contacts on
VHF/UHF. So, we will be running 2 special Skywarn Recognition
Day nets on 2 meters. We'll be on the 145.150 W2RC repeater from
7 to 8 pm.  From 8 to 9 pm, we'll be on the 145.310 K2SPD repeater,
which will also allow for Echolink users to check in.  Thanks to both
Radio Central and Suffolk Police ARCs for use of their repeaters for

Nassau County; EC Mario Maltese WF2T reporting for DEC
  George Gluck WA2WKV: General Meeting took place on
  October 14, where Mario WF2T made a PowerPoint
  presentation on the differences between ARES and
  RACES, and presented the recap of the Services Log for
  the 9-14-02 to 9-14-03 year. On October 19, a walkathon
  for the American Diabetes Association took place with 8
  Nassau ARES operators in support. Fire Services Coordinator
  Jim Mezzey W2KFV made a presentation to the Fire Chiefs
  regarding ARES, which is receiving much interest since the
  2003 Blackout. During the Blackout,ARES was handling
  traffic normally handled by the Fire Services, but the 800 MHz
  trunk radio system was down when the backup generator failed
  to come on line.
Suffolk County: from Tom KA2D: no reports. KA2D did speak
  with DEC Bill Scheibel N2NFI as is our routine. SC is in
  process of ARES renewals. SC ARES/RACES net meets each
  Monday night at 9:00 PM local time.
SEC; participated or monitored the three districts SET
  exercises. Only one district managed to send packet traffic
  to SEC, that was Nassau County. As you can see, no district
  included a mention of their SET exercise in their reports.
  Oct 29 KA2D was the guest speaker at Radio Central ARC. The
  topic was Emergency Communications, how members should be
  active in ARES and the importance of the ARRL CCE EC
  courses. I was accompanied by local EC Joe Werner KC2BPS and
  NLI ACC Phil Lewis N2MUN.   Joe supplied the group with
  local ARES info and applications, Phil spoke about the upcoming
  HRU 2004 / NLI Convention, where emergency communications
  will be one of featured topics. Continue to solicit reports and
  monitor  nets, emails and newsletters. This month was focused on NLI
  ARES policy issues in the NYC District.

Nassau County Police Amateur Radio Club reelects officers.
George Geller WB2GTC has been re-elected to President of NCPARC,
Also reelected are Vice President Angelo N2ZKN,  Secretary
Jeff KC2DAQ and Treasurer Jim W2KFV.

Transmitter hunting used to be a very popular activity on Long Island,
but lately interest has declined. We want to let you know that 2 meter
hunts have been sponsored and conducted by the Plaza Repeater Group
(146.640/Mineola) for at least the past 25 years. The hunts are
normally  held in Nassau County, but we are willing to travel into Queens or
Suffolk if there is interest. It's an exciting activity and we think

A service now allows those interested in taking an ARRL Certification
and Continuing Education (C-CE) course in the future to receive
